The area is different than Ukraine, but also channelized Western river system. The boats are river boats used as standard in the U.S. military and just some more mounts were added to hold the Guttling guns to achieve the overkill needed to impress narco armies high on gear to avoid reality as much as possible. That was no hovercraft territory, because the river banks are full of dense vegetation and these boats superior in tight fast turns by the hull being in the water.
i don't know how the Russians pulled that, but it was no group of Hovercrafts with .50 cal machine guns carrying a few dozent to hundred infantry soldiers guarded by Alligator Choppers and sufficient strike jet air support.
They drove most likely over large fields of incredible amounts of artillery shells....
That war there is not suttle at all.

In the dystopian Cyberpunk worlds the majority started to treat The Authority eye for an eye and the smarter outsmart the dump, if they mind the orders. So, authority started loosing ... exponentially and the rest is "misunderstandings."
