Dark Future is in some places quite real. In Mexico Kartells rule and turned life into a dysantrop nightmare for most humans, based on money acquired from high societies and wannabes greed on getting high on powder, the modern white gold.
All groups in the business as merchants and most likely the transporters, too are organisations based on conflict societies. They interact like rats and it makes a lot of sense that some of these groups consider "dog" a bad word, knowing that wild dogs eat rats even so I am sure those abusing humans best friend that helped us to become humans are not really understanding what they are saying there.
In Shadowrun I would turn them into Vampire non-player characters, because they are literally sucking the blood of our society as soon they got a grip.
In the Movie Blade the Vampire society has an elite force of Vampire soldiers that at one point hooks up with Blade the Daywalker and knight like figure of the series.
In real live conspiracy theories of a dark society a conspiracy to rule us all are again very popular and most likely they have some real core. True is that during cold war secret service activity exploded and all of them on all sides got their hands quite dirty, managed to get into pretty illegal activity and most needs quite some digging to be put off the conspiracy? onto the seriously? list.
It does make sense to wonder if the Mexican Kartells are controlled by a more hidden force. In Brazil the quarters of the poor are now being taking over by Militias and off the hands of gangs. This might be an improvement from really bad to still bad. Gangs tend to be a lot less organised and recruit junkies with a very short live span, while Militias are per definition structured and organised making them more predictable. Being poor and also under threat a tiny bit of change like more predictability is an improvement. In Mexico there are only Kartells facing as an enemy only underpaid state forces and while the CIA put pressure against the Columbian Cartells with even forces on the ground the Mexican Kartells are spinning out of control.
