There is no official CCTV, no Police and no National entety taking care of order. The order is. Police is already in most parts of the world just another gang and not even always the strongest and best trained. In Cyberpunk they further retreated as today already having no say in most Corporate Office buildings. If you start a fist fight in the office, security will kick you out and a lawyer will send you a letter at which point the nation gets involved and possibly Police somewhere further down the line.
If any quarter would run like in the video game at some point Police would group up and storm the place kicking down everyone on their way preparing ground for the next few days when some others of The Nation come to talk, about licences, building rules and other blablabla; Alomst as a gang would tell you to move out as they need space for what ever their business is, including taxes and fees.
The current hegemonial war well can take care that main parts of Sao Paolo, Lagos, Cairo and Bankok, become even more independent by the big financial players needing money at home, because Sao Paolo, Lagos, Cairo and Bankok just made it Saint-Denis, Brixton and Quartier du Nord by kicking out all street doctors, kicking ass of the aliens from the rich parts of town trying to score and opening bussineses off registration and tax collecters, but well protected against all those that Russia and China do not bind in an underground war taking out main centers of The Nation such as biochemical labratories, military supply factories, Ivory League University infrastructure and all kind of luxurious industrie system parts depending offices that are harbouring the systems elite that sends their troops into our borrows, as soon as we do what we want to do for a change...instread of serving the Holocaust money rich Westerners as service craft idiots maintaining their system and lifestyle.
There will be blood until The Nation retreats into The City, which was a main capital of The Travellers before the House Hanover took control, Westminster, High Street Birmingham, Berlin, Bonn, Düsseldorf, Paris Premier Quartier and even the International Companies stay off and in Manhatten, La Defance, Canary Wharf, Frankfurt Skyline, Lisbon and other Office Complex Villages or Berlin Potsdamer Platz, but with old national gangs in their services for the better.
