Hamas is not a recogniced regular military force, but labeled as a Terrorist Group by most Western nations. This being said, they are visibly recognicabale in battle by all black military uniforms, a green banner on the head and carrying military weapons.
Civilians will wear average Western or traditional femal clothing. Hamas does also not know any femal fighters or childrn in opposite to ISIS in Lybia, Iraq and Libanon, therefore can be easily distinguished.
Also, all War Combat Maxim treaties have been written and signed before the Weapon SS set new standards in inhumane and illigal war fare by standardizing civilian massacres and false flag actions using enemey uniform and civilian clothing.
The only new treates are based on handling weapons of mass destruction and their general use or ban of use. There are some treates from WW2 in which for example the Red Army agreed on the second terms of General Friedreich, The Paulus to shoot every member of the Weapon SS as soon identified as such without further trial on the spot.
I insist of the latter treaties to continue the fight against The Germans and their elite forces.
