This means that comunity life becomes more important than a central governing body doomed to fail and the governement must be more like an American project manager coordinating several experts that each have knowledge the Project Manager has not himselve and therefore has to trust the individuals instead of having a know it all expert ruling from top down.

From all I understand of the African law school philosophy, that is close to Gallic Clan law and quite different from Anglo-Saxon law while most far off feudalistic law systems, the in the German report mentioned Informal Settlements may not be just pulled down without either providing an alternative or if the land was bought providing upgraded houseing. In no other law system, not even Nomadic law, the social responsibiliy of the mightier part of society is as important as in African law.
