To have Coast Guard boats transported, that are just about to heavy for a large hovercraft, it needs wet channel building, which is something that did not happen yet, I admit, but all you have to do is to take a tunnel digging machine that might have digged trenches and have it start digging from one water to another creating a swamp like river connection of only a few meters depth. If that soft and actually very eco friendly water way is equipped with a pulling system based on pillars with a winch, if the boat should run on any randomly appearing sand bank, while the maintenance team ensures a constant soft ground of mudd and sand creating a water channel that cannot be bombed by being practically a swamp, in the last step we have to understand what an underwater rail system can lift adding the water level to the load it has to deal with, if placed on large weight distributing underwater plates having several parallel rails....normal is boring...you might push submarines and ships at some point.
