To give you are clear picture and practical example: If the Russian massacre in Ukraine would have happend at the same time in Wiesbaden against BKA or in any Bereitschaftspolizei Barraks, it would have been legal. That your affiliates withint the CIA will have statments on this topic as they have had on Gas Train Factories, Hospital Babby Stations and the Taliban turns Langley on the same spot, but does nothing else.
