That Cops are actually only trained to tackle with two. If you have no back up that can take em under fire and it goes down to a hand to hand combat, you have to wait until they touch you and take them down by taking them into sever pain. Having them close also means that their back up cannot use their 9 millimter Pistols that will not cut through the body around you. They are bad shooters under stress, especially those using medication to appear more intimidating.
If you manage to have one scream in pain, by breaking fingers or pushing in an eye they face a new not trained situation, but you have to keep going and run before their backup has a clear path of fire. They will shoot and are selected based on a psychological profile.
All our surpressing forces are trained to outnumber, intimidate and then attack a weaker. None, knows individual hard resistance. It is is just Hollywood they believe....
