The world in Houses

 does make more sence. A House is an Aristocratic entety and Aristocracy has the objection to rule. Clans are connected families and nations are administrative constructions.
A House is like a School of Art. Schools of Art teach certain techniques and styles to create art like paintings, not to be mixed up with Schools like Universities, they refer to style Schools.
An Aristocratic House is quite like the different Collages of Hogwart and this book series well could be a persiflage of Aristocratic Houses struggling and fighting for rulership.
In general these follow two ideas: From the people or For the people.
Absolutism, Feudalism and Tyrannic and Despotic rule are based on the idea that the people have to serve the aristocracy or parts of society.
Templer Orders, Kleinstaatler, Clan Kings are either voted or accepted defenders of people rights and during many times neither carry a title, as the Irish Kings, colour or are even visible as being part of an Aristocratic part of the country they life in. They turn aristocracy by living for the people being more talented or maybe just the way bigher asshole when crossed. Not all of them are rich. The Templer Order was, like the Franziscans, a poor Knight order and they only owned their armour, ride and cloth having for themselfes no more than to eat, drink and maintain their belongings. This being said did some rule or manage incredible sums over time and many, like the Frankonian Lords gaine a lot of wealth. A House has common principles and attitudes and also common teachings and trainings.
