Rock Music is Popular Music and the fans will be most likely more average Russians. In a Hall with many seats the fans will be not the young alcoholics, but the more settled older fans. It might be also chosen just because of the position of the Hall in the outskirts in an industrial complex with simple micro geography. Basically, the opposite of the City Center, with many open long lines, few corners and covers looking like an easy way out for badly tactically trained attackers missing that the same applies for the forces countering their attack having all civilans on their side ready to give detailed hints on hide outs.
A Hall like this looks like an obvious choice to get away quickly with any car, while all forces can also reach the place and create a long distance fire fight out shooting with snuper weapons every break out attempt with assault weapon by attackers lacking cover to approach their enemy succesfully.
