House to House combat is effective in places such as Faludjah in the Iraq War or as currently in Gaza. Both areas were in the wider sence besieged settlements. There was no other way to show resistance than by fighting directly at home, like litterly at home, even so riscing major destruction against a superior enemy in all military means bringing the advantage of knowing the area into play.
Isreal is not mass bombarding or using batteries of artillery to flatten Gaza as the Russians do. The Russians know for well that the housings are empty of civilians and Isreal is facing harsh criticism for taking out bunkers that are based on their intel HQs, but located below Hospitals. The Russians do not care about any Western media response, Israel is part of The West.
Hamas uses local knowledge and even created tunnel networks to fight for its cause in their homes.
