protected by elite bodyguards is a thing coming. The problem is not that much the shooting capability, but the pschologic stress an assassine has to deal with when coming close. Isreal itself uses mainly guided missiles, but this elite unit let Yitzak Rabin murder by a killer that felt all cool and easy even surviving his action against World Peace.
This being said is taking down a High Profile target in most cases best done by an assassine or crew of assassines, because they can change plans and adopt to different situations way better than a several minutes fly time missile operated by satellite or drone surveillance alone.
The higher the threat becomes the more the bodyguard service will change routines and eliminate behaviour patterns to create smaller windows of threat.
This is when the target needs to be surveilled, followed and activley attacked creating a Shadow Run Mission like quite utopic shoot out between two Crews and arriving Police or Military. That's why that does not happen. Noone will drive around in any Western nation to follow a high value target looking for an attack window and within Isreal this is completely unrealistic.

Imagine how the assassine must have felt. He has no friends and collaborators in the crowed celebrating the beginning of a new area cheering to President Rabin. He must feel alian to every one else surrounding him. All want this man to life and prise him for his life achievements, but one person wants to kill him. He must have seen the happy faces around him, felt the love in the community and heard the singing and celebrating being in a killer mind set about to take down a national hero.
