The Rest of The World can well help themselves. We do not need to help anyone anymore. We have to sort our own dispute among us.
Russia is part of that dispute and shows itself capable to bind the Worriors. The Street Samurai, Social Engeneers, Thieves and Robbers and Exploiters remain to enforce laws and rules made only for them.
In an ever weaker becoming nation we are still unable to reestablish republican order and live as Europeans, but we can clear ever more pockets to be Europeans again.
There are two ways.

The other way is to directly liberate pockets from national tyranny by force. Sadly, the times of IronClad the 1st are gone and we will have to attack them instead of taken them out at our castles. This being said, there are areas in which citzens successfully resist the nations hords and their Street Samurai. Overall, all these pockets new and old have to start connecting, increase production off national order and control by trading again as we Europeans did for thousands of years and for thousand years with thieves along the ways
Europe knows Street Samurais for decades protecting the Banlieu most famously from natinal tyranny not only everytime one of these aliens to our freedom murders one of us.
