The national order is gone, by a overpowerful group getting into trouble with a Terrorst Gangster that used his knowledge to create anarchy, but for all and not only for one departement of the interior Secret Service of a Nazi nation.
Within a few years all middleman of the drug trade of which most were also Policemen were taken either out or were under new rulership with the mightiest of all Police forces having to retreat to protect politicians and managers that lost their power by the absence of any force under their command that can enforce any decision to anyone else out there.
Imagine even the poorest areas fighting off any policing attempt with leathel force. Sten Guns everyhwere.
Police wont be able to recruite anymore, but some companies will use the situation to create strongholds protected by merceneries, electronic surveillance systems and begin with research and developement of projects impossible to perform anywhere else on the planet.
Either, the area is not developed enough in terms of infrastructure or policing is too strong to be fought off with only a handful of merceneries like Pirates trying to charge tax from a container ship's Captain.
But, the combination of still operating international Airports, a wide netweork of streets, train systems, logistics companies, internet and telecomunication facilities, housing estates of all levels, office buildings and labratories of all levels, industrial products widely available, but with a weak or not existing Police force....
...can be created, if we all go for a Cyberpunk World in which I can have my blood to heal my wounds cut by those that should have been prosecuted inbetween 1945 and 1948, but instead got overpowerfull in their own nation.
