The problem is that about 99% of voted parliamentarians are not qualified to understand, if H2 is worth supporting in the context of an energy crisis.
In order to make an educated decision a person would have to have studied and understood chemics, physics, biology and macro-economy onto a Pht level.
Anyway...
The idea of Parliamentarism, initially, was to have representatives trusted having a good character and liked attitude make general decisions.
So. All agree that renewable energy must be supported. Furthermore that research of alternative energies must be supported.
That would be the law.
The elected Finance Minister would than, if you would not be a bunch of morrons scared of the black pitch in opposit to me boysss from thaaa hooood, delegate the budget to other ministries.
Some of them would use their stake for complying to that law.
The educational minister for University projects for example.
The Dean of a University would having received finances from the ministry deligate a stake to one or a set of his teachers starting or extending research in for example H2.
The economy minister would subsidise any company into such research within the so called private sector.
Instead... swear words following hate speech against Germans in general and particular.. Shit happens and you create books like 82 pages in block text against press freedom.
