They are the lowest part of society visibly different in skin colour, but mainly in clothing, watch and car.
Next will be villagers and small towers that get stupid orders by trespassing Police.
Be ensured, no matter which Cop I ask in town, noone will now me, the last of the natives, but won't hesitate to tell me what I gotta do.

Neighbourhood conflicts can be limited by knowing the neighbours. Since I am a child the Germans settle most of their disputes by whom they know.
That means that the parking dispute could have been settled by: Aren't you the friend of A's brother who's sister is taking care of the dog?
...If starring them down or telling them your name to go ask around is no cold blood option....
