you have a nomad center town. Tightly organised and from the outside looking like a bee hive. Goods get in and out and every move is written down in books, every sack and box have a paper and paper is exchanged triggering movements.

The nomads shout codes to each other made up from numbers and letters read from paper and noted on paper. 

The system is so smart and complex that they don't use decimal numbers to avoid mistakes, but have a system containing letters next to numbers. 

Hexadecimal is a numbering system with base 16. It can be used to represent large numbers with fewer digits. In this system called the Hexa Decimal System in which there are 16 symbols or possible digit values from 0 to 9, followed by six alphabetic characters -- A, B, C, D, E

turning a number like 100034893 into 5F6694D way easier to pass on without mistakes that will be devastating in a complex all interacting trade and manufacturing centre based on books matching goods below roofs sheltering connected houses with all there storage, halls, gang ways, hall ways, flats, kitchens, offices, libraries and gardens.
