A Private Police is the logic next step after Private Military and can base it's authority on legal control with the restaurants and shops, but as well with the NYPD as a private contractor clearly defining the extend of collaboration.
That would mean CCTV systems, coordinated quick response teams, sitting Security and mobile Security Guards both armed and unarmed to activly protect or passively control access.
The needed corporate infrastructure is the same as Blackwater build, just their staff won't carry camouflage or use 50cals and be instead more into martial arts than military weapon use.
