Nobody ever checked the content of the Intel to sue the NSA and CIA on treason based on the fact that mass surveillance is unconstitutional, if an Officer needs a dedicated permit from a Judge to just pick out evidence or even proof from a subjects trash adding to the already collected case proof and evidence.
