The easy part is to forbid turning Google per OS to the start page of any browser.

The problem is the absence of any other search algorithm or index next to Google and noone has looked into how that happend.
Yahoo tried to manually create an index and that's stupid by being impossible.
Than, there was another one for sometime called open directory, but that project disappeared by also Apple hijacking the name for something else..
So, actually Google would need to turn both its algorithm and search index open source completely, because they somehow miracly managed in the most lucrative market of the digital industry to have no competitive technology next to them. God;
Even Bing uses Google behind the facade.
Another way would be state driven subsidised University research, and who pays Think Tanks and military material research for well can encourage MIT & Co to sort out a main problem: If Google does not like you, nobody finds you except you enter the link directly into the URL field... but wait.. Chrome is Google and will transfer that directly to Google Servers who happen to have their own DNS syatem. They came to dominate and do dominate.

In-between the time of Start Pages might come up again. That was before Google and it's "genius" design of an enter field and no shit all white rest a website that was full of sometimes customisable content like Web.de still has it and they had, beside AOL.
Many of those also had their own crawlers searching automatically the world wide web, creating an index at its servers to have its uses find stuff. So, Cyberpunk, those early days of the web.
So, would anyone investigate what Google exactly did off the records?
Like what would a company with CIA buddies do for bizz? I happen to have experience on their drug market attitude not mentioning music industry character.
