And what we really gotta do about floods?

So, if you are a farmer or in a village close to a main river, pretty much all over Europe, than you need a set of big landscaping machines and need to understand how our European water Aterias function. 
It is pretty simple. The big Streams like Rhine or Danube get feeded by smaller Rivers. Such you can't touch, because they are all turned into channels already and the Authority will get mad anyone touching their "concrete gold". 
But that would be stupid anyway. 
These smaller rivers are themselves all fed by tiny rivers in Germany called "Bach". Many of those run in concrete pipes on their last few hundred meters before the medium River, but the laws of physics God created for liquids will help a lot. 
All connected liquids do balance their surface by creating streams onto one level. 
Basically, the low Ocean is pulling water from the high Alpine tiny rivers. 
That also means, if anyone digges a low point far of that concrete part of the tiny river, it will still pull water. 
Therefore, farmers and farmer communities should enlarge the already existing trench systems all around their fields from tiny rivers as close to small rivers as possible by digging them deeper. 
The ambitious once might have to consider a concrete barrier set into the trench system to avoid in dry seasons the leveling effect and will by that in dry summers that still will happen and threaten harvest have watering water.
