When I tried to learn German grammar I used a bridge to understand why Germans need a punctuation to understand the phrase. Every time on can put "welchen" in what you do with the what they need a separating indicator.
If on builds the phrase with Object and Subject of the phrase on different positions no punctuation is needed.
The phrase sais:
The pen I drop always falls to the ground
and in English we put punctuation only to indicate lists as separators or to indicate side phrases.

The first is an offence directly pointing at you the other is most likely the reaction of you surprising anyone of us.
