Actually, the ultra modern ensemble of Office complex buildings in the very centre of town could be a thriving office world hot-spot in Europe, but that would need management serving the market and not dominating it. So, Germans are out.
Instead, Berlin kept it's ever existing ultra decentralised structure that creates an almost even traffic carpet in all directions and all over town with some appartements turned into Offices and some Offices turned into Lofts depending only on the tennent and landlord agreeing upon.
Berlin is facing a violence wave along with a drug wave and failing economy.
