Dense Towns

In metropols space is expensive the closer to the centers it gets. Through many towns high ways are cutting through and over squaremeter prices that will make a seller rich. 

I just wondered if looking at the Real Estate value of the space above railways and streets is the reason why those remain open and unused. 

Than, looking at them in the same way the road or railway was build would be the solution to build upon them using them to increase to value of life for the town instead of the wallet.
