Laws are supposed to order public life. Direct orders, deriving from Depechen during war, are supposed to cut down time in time critical affairs.
Laws are rules that have to be according the Constitution such as forbidding addictive substances to be sold. Courts use laws to decide in conflicts based on these rules.
How a Ministry is organised is no part of public order in especially general terms such as Gun Ownership as a citizen right or the Freedom of Speech.
Organisational structures depend on technology and social rules and are in need of specific task dedicated forms.
A law as such must fall short on being able to cover this need and instead just create delaying trials in courts.
What does the President do when deciding to have a trip into downtown New York?
Does he need a law or directive order instead of trusting secret service security...finding the best route?
