There is a chance that the CIA lost it's weapons experts and starts struggling with also legend building. I wonder if during the trial a jury figures what happend without creating a The Gun like issue.

Another option are Pistol Crossbows which are short Crossbows using a short Bolt an can be as quickly reloaded as clearing a jammed gun with just some practice also having no serial number or propellant smoke remainings.
Finding the right moment and exit to kill is the interesting part of that plot.
