So, in the U.S.A. the Government is an entity of the State and may own property like buildings in which the Government sets rules, as every Citizen in his property.
The Government has no rights in a Citzens property and Vice Versa in terms of setting rules.
That difference in understanding of the legal state of the Government explains the 2nd Ammandement outcry of citizens every time another entety of the State tries to set rules under threat of violent punishment for all other entities, usually excluding itself.
These are two Schools of Thought, or State Order Philosophies, colliding.
Is the Government a voted other entity to Citizens and Churches and Press or is the Government the People?
The Germans teach that the people is the souveraigne without clarifiying the souveraignity of the individual citizen thereby creating an overpoweful Government relative to an individual citizen factualy in all fashism, socialism and also their current democracy States.
In the U.S.A. Republic the individual Citizen is an equal entety to Government and the People as all citizens combined.
Both forms of state agree that a Government is needed.
