No? The M4 is a Carbine, which was once the name for a shorter barrel rifle, designed initialy for Special Forces use in also covered operations world wide. The European British SAS used an MP5 version in NATO rifle calibre during the Irish Troubles, before and instead of a Carbine. The M16 a full length rifle that with a fine optic mounted is an as fine sniper rifle and the AKs 74 and 12 are neither really a Carbine nor a Rifle, yet both. The Russian military is in it's spirit a simple men's military more like a U.S. Militia than the Cavallery which is the origin of the Army from The Track West uniting with Militias in the Independence War. Therefor AKs are supposed to be handy and reliable suitable for most scenarios about right.
