Ok BND. It is called plausible suspicion and is a form of plausible cause. If you are driving donuts on a junction causing a crash the Sheriff and even Police Officer like every citizen may arrest you for suspicion of driving under the influence and not only havok and causing danger to the public which is at night doubtful in every nowhere.
In D.C. and within all Governmental Bodies the only worse that can happen is if a shoot out against a Terrorist Gang at a U.S. boarder lets the President declare officially war against that group, like against ISIS or Al-Quida, to then under martial law and e.g. a General Major of The Intelligence Brigades lets them search all Administrative Offices for Spys and Bribery records proof in a military tribunal being allowed to bring even unpaved parking tickets to court. Like all they find as in Everything.
