The town needs a restructuring in design towards an onion structure.
The inner layer must be a highly densly populated civilian area with no vehicle accessable path or road centering housing, groceries and even work by building over the existing roads and places creating a dense labyrinth of interconnected walk pathes and rooms looking like one House.
This might be at some point accept UN helmet patrols.
The next layer is small vehicle accessabel and drop and pick up spot for all goods and persons dedicate for the inner civilian circle with wholesale and larger workshops, car parking and van and truck loading platforms.
The outer rim is empty houses reused for urban farming, playgrounds and supposed to hold IDF challenging Good Reason when civilians having retreated.
