An Accumulating Capitalism problem

 is that noone can afford profitably to invest into biological research to clean such grounds. There are enzyms and bacteria known that metamorphose oil carpets in salt water and machines to pump off oil carpets. Sadly, those were developed after fines got too expensive.
The only known way to clean grounds as such is to plant plants that can deal with a high ph level (which is a little one on the number scale) and more acidic soil. If the ground is too intoxicated the are could be turned into a moore by adding several thousand liters of fresh water while digging over the entire area to than plant moore plants and animals. Considering that there is no natural moore, the amount of water might be needed every year until when dried out normal ph levels are reached.
