A crossbow is the most powerful widely legal weapon. The downturn to Police and Gangster used weapons is the single shot limitation and extreme long reloading time.
There are two major mistakes being done in crossbow use and that is using it alone and trying quick reloading.
You stand no chance alone reloading against a hord of Police or Gangsters with automaticaly reloading fire arms willing to sacrifice one of their own.
Tactics and strategy is the key, because a Crossbow bolt will penetrate Police and Gangster body armour from the same distance as their fire weapons, but you can reuse your ammunition.
Automatic fire weapons are all assault weapons no matter if full or semi auto. Single shot weapons already need some adjustment and are usually found as supporting weapons within the overall strategy. That would be the sniper or dedicated rifleman in a platoon.
A Crossbow can only be used in that strategic position if used to attack and remains otherwise a defence weapon, because the reloading procedure is way longer than of a fire weapon, needs more physical stress and has to be done therefore even more covered than using every fire arm.
While you can reload savely in even bad cover hiding behind just an abandoned car as portrayed in HEAT when using a long mag with high velocity ammo in a fully automatic weapon being save a single shot crossbow needs way better cover than a car which demands a major shift in strategy to be successfully applied.
In HEAT each with a crossbow would mean to leave the money behind and run. To hold in a Team of two every time a save from being fired at position is established to fire single and therefore precise to kill shots into the following Police Gang relying on running and team work loading and shooting. If the reloading is done by a single fighter the cover must allow even more time, provide even better cover against incoming fire and give a clear line of fire with as little cover for the attackers.
That means, HEAT is only possible with Full Automatic Fire Arms.
In order to defend a cross bow needs to be understood. How long does reloading need and how good from which distance can a precise shot be fired out of cover, which is the time preparing in cover, leaving cover, recognicing and selecting a target, adjusting and aiming to finally fire the bolt successfully.
That is quite some time in an empty building or garden with some obstacles, but at no sport shooting range at all and serious time thinking and wondering about your hood preparing to join the MIB.
