On that grounds no Mexican Cartel can be declared a Terrorist Organisation because of creating thousands of addicts in the U.S.A. by using Street Gangs for selling to small users.
Just like an Oil company knowing about the real price hiding that information the Mexican Cartels know that they are selling an addictive substance. The addicts got justifcation after finding out they are addicted by the U.S. declaring the Cartels to Terrorist Organistions, but a small farmer having found out about the Oil companies knowledge being even better hidden than the Mexican Cartels understanding of their actions may not receive compensation or even a fair price because of a Middle Man comperable to a Street Gang.
That is not how to argue in an U.S. American court to a judge.
