The German Street Kings are exactly like that tiny fella. All of them. Hamburg was a main target and battle ground of Cold War going hot. Before a nuclear strike Sowjet Special Forces would have risked a lot to take Germany's main Ship Yards and Supply Port. Like all of Germany Hamburg was Secret Service ruled. The CIA, as much as BKA and BND, were founded by Nazis and Collaborators of Nazis having never dropped their attitude and character which explaines the special hirarchy and Kings here. In opposite to the rest of the world a corrupt drugged Cop was in Germany a high flying untouchable and no walking dead meat.
Obviously, the short guy never fired a live round at anyone. Obviously, it was a bespoke cover to intimidate everyone in that street having everyone talk a lot. Obviously, that Hells Angel of a big shot never called Polizei to make the women pay him the sepcial tax and no surveillance system was ever used to enforce their status to keep a clean legend of them being the powerful drug lords and no bitches to Secret Services bowing and bending on call.
Obviously, 99.5% unprosecuted Nazi War Criminals did a great Job with BKA badges from one day to another on...They were just waiting to be good humans when that intimidating Adolf was finally gone.
In reality, the CIA had to focus so much of its Secret Service capability onto Nazi Germany flagging as a Democracy and Republique awaiting WW3 going hot other organisations managed to kick out Drug Gangs world wide as it happend by ending Apartheid South Africa or liberating the Favelas of Brazil from that lifestyle still dominating German society.
Don't be mistaken, the short guy is as much of a highly functional addict as the enemies of Nelson Mandela were, just like SA and SS. They call it medication or drug and are convinced it makes them stronger.
