I'd now sue the Cops, the person having issued the fine, the major and the person having signed the contract for road maintenance for Illegal Arresting and Raketerring in a RICOH.
So, the fine must be to ensure road safety. If the town has a contract with company they still could have cleaned the path and the women would be owing the town. The fine was issued because the job was not done. Important is that the job is done, beside wondering if such a fine for that job makes sense in a neighbourhood in which walking on the street is no hazard to pedestrians, road safety being ensured is the objective.
Based on the liberty rights of the woman she may choose whom ever she wants to fulfill her citizen duty of that community ensuring road safety. The man needs to be compensated against the arrest and the women allowed to choose off the towns contract someone maintaining the road.
