There is Non Disclosure Agreement

 issue in CIA and NSA employees.... So, you are firing 1200 and that is no problem. The problem is that you have employees that do know about activity, but are not allowed to talk about them.
That will be officially National Security related topics, but in fact criminal activity. To understand that, giving a Secret Service employee a Non Disclosure Agreement clause in an employment contract, we have to understand what could threaten National Security.
That must be all that would help to murder humans, destroy the infrastructure of the nation or help criminal activity against the Nation. 
But, in looking at that more precisely is most of that in the hands of the private market like all airports and railway or trade ports. Then, even if someone should receive plans of military installations the CIA or NSA would have had stolen them themselves from the Military, meaning no Secret Service may have a central register of all data from other services such as the FBI or Military. There is an Office for data exchange requests.
Actually, the CIA may not have any data that, if published, would threaten the U.S.A.
I repeat: The CIA may not have any information that can destroy the U.S.A., because such may not exist. 
They are hiding double identities of murderers and drug traffickers, modern slaves and those that receive their output, but not one single file that could destroy a functional, stable, humaine land of free men.
