How? You have no data, but an opinion.
If in a town or sprawl traffic jams turn a problem, than this is a complex system in need of a solution which defeats simple ideas especially without planning due to each car being an individual in a complex network of tarmac and concrete. Furthermore, is the planning a part of politics and politics is an Ocean of lies.
You won't find a solution, if the data is not honest and the planning can be corrupted by just living your opinionated lies.
To understand why jams accure, the solution must be based on understanding who goes where for what reason. How is the car and the only given data point. That gives three options:
Who needs to change
Where needs to change
What reason needs to change
You only know there is a building site and more you don't need to know or many cars and those can be forbidden in opposite to the building sites.
You don't know which profile of human like office workers, factory workers, shoppers, students, work shop workers,

what reason from loving their car, insufficient public transport, laziness avoiding bicycles, a lifestyle turning the car as important as the watch, or boredom and social loneliness...
You'll never know, but as Germans quite for well how to bully each other. Try harder, please!!
