Looking at the provided picture the machine was in Jordan airspace. Military machines have to have a transponder to show visibility in civilian airspace for security and safety. That particular tanker for well can have delivered petrol to Bundeswehr positions in Turkey (Patriots (?)) can have been involved in routine operations with the Turkish military practicing in air refueling or was on a route towards African bases securing the trade routes against Somali Pirates in a UN backed mission that still is in place.
