You might wanna consider creating a UN forces controlled AID Paramater at the Egyptian boarder with IDF still overlooking the actual boarder crossing.
That way the civilians are further separated from the active battle grounds and IDF can overlook the food distribution. The tent city must touch the boarder fence and be open for incoming refugees form main Gaza. The Food ktichens and food pack distribution is further pushed back from main Gaza and established at the boarder fence right next to the control and check points with around a roundabout that the lorries use to unload and turn to get back into Egypt. From space the camp would have the structure of a modern airport building shapped in a C form like old Berlin Tegel Airport in which the flight departure wings are the tent town arms and the arrival street are the lorry unload and turn area.
You hand out two kinds of food. Basic ingredients to be processed in the overlooked food kitchens serving warm meals and ready to eat boxes that are given for into the tent town wings. This way there is also a place at the food kitchens to socialise and exchange news important for civilian peace and calmness.
