It is actually quite simple.
Magic is created by little things having a great impact. That is called by now The Butterfly effect and no more than the Seed put into rich soil to grow into a large plant, cause and effect.
If a town has illuminated large buildings the humans will look up in fascination, but they won't see the stars anymore. This way all places in which humans can see the stars become special and vice versa.
If you have no benches, no one can take a seat and they will stand next to each other, which changes the way humans interact and talk to each other.
Creating magic is thinking like a strategy master who wonders about cause and effect of his and all others actions...
