In Iraq war the Military leadership concluded that battles need to be fought by Special Forces. CIA appears to haven taken over and Ford Bragg Delta Force junky brigades are now the big shots in the U.S. Military.

Pulling civilians off the gym into using weapons is even more dangerous in terms of suicide and loosing reputation. No one knows how the constant Delta Chats on YouTube shape mind of a people that for well has relatives or friends that served in the real parts of U.S. Military and can tell CIA bullshit apart from reality.
Training Special Forces needs a minimum of five years continuous excessive physical and theoretical exercising which excludes almost all YouTube Delta Stars from anything else than guarding CIA Officers in dealing with Taliban or Mexicans over drug deliveries or ... attacking Bid Red One in ambushes.
Russia cannot train such amounts especially based on the fact that Special Forces are self-motivated which real excellence has in common as the only thing next to their grouping on a practice target with those faking being the real deal. No one can force Special Forces...
The Russian military leadership and also FSB were always more realistic than the ever drugged CIA. The Sowjets enslaved openly the entire people not just some based on attitude and skin colour..., deriving from there gives a clearer picture onto reality.
They will produce more guns, but heavy guns. There is a good chance that the Russian military will recreate Napoleons tactics and instead of using intelligence based targeted operations as developed in both the War on Drugs and War on Terror equip platoons with suicide and grenade dropping drones, heavy mortars and 120mm canons to keep firing onto targets way off a scope sight through which you can see the bullet hit an enemies head or being so close you witness the last whispers of an enemy held in a grid lock dying being suffocating in silence which most German Police appears to believe is only happening in Hollywood movies.
Growing up next to a quite real U.S. Army base instead of next to a verbally preserved SS shrine of super humans changes perspective into what Germans delusionaly call "Wahnsinn".
