That must be a 50 to 125cc engine. Ontop to the pilot it will carry some fuel and a rucksack. This is pretty much exactly the most common cargo load in about all of the 3rd world.
The point is that scooter range is limited to mainly urban areas. That thing there can land on side ways using minimal systems like on sight air commanders or large flip signs, but use a straight line.
They are simple to fly, not more dangerous than a scooter without a helmet in shorts, fly low and could be used to connect the approximate countryside with the outskirts of town using scooter tech common in all of the 3rd world.
That thing is as simple to learn using as a scooter... and would create a viable connection of villages around and town, like a scooter connects the outskirts and centers within for the very same price as a scooter and below.
