Siberian Arctic coastal towns are generally newer, often established as Russian forts or trading posts from the 17th-20th centuries (like Yakutsk, 1632; Norilsk, 1930s), but they sit on lands with ancient indigenous cultures dating back tens of thousands of years, with some older Russian "Old Settler" groups arriving as early as the 16th century, but the towns themselves reflect Russian colonial expansion and resource development.
Northern American towns are either Indegenious or very new. Basically, that region there is even to cold and lonesome for Canadians creating little to no demand for large cargo ships to arrive there.
The water depth below the North Pole ice is immense, around 4,000 to 4,300 meters (2.5 miles), as the pole sits in the deep Arctic Ocean basins, not on land, with measurements from submarines showing depths over 4,000 meters (13,000+ ft). While the sea ice itself might only be a few meters thick, beneath it lies a vast, deep ocean, making permanent stations impossible, unlike the South Pole.
That Ocean is Submarine warfare and no Destroyer, Frigate or any other surface ship war territory demanding very specific technical means of electronic warfare reconnaissance to just have a target to fire at. War there, is being cat and mice submerged without any territorial gain constantly wondering who is cat and who the mouse, being all only about taking down enemy Submarines before they can reach main land attack positions or engage in Pacific or Atlantic warfare.
Next to that are nuclear and strategic bomber fleet attack routes trespassing the North Pole Ice regions in case of a World War.
Even the resources are clearly positioned...
That turns the Arctic into the ideal spot to settle all bullshit about Hegemony or Oligopoly, but the most stupid possible battle ground on all of Earth.
