The Iraq War must have created military manuals for facing armed rioting or aggressive crowds. This here is a standard procedure by ICE, but not based on any military or policing rule book I ever came across. Even the most drugged and violent European Police acts different. Check this out here, being realistic.
The cops act in teams expecting a fist fight and do not engage into arrest or using handcuffs attempts until resistance is broken. They also watch each others back and keep a clear sight. That way, if one of us kills a Cop they have a clear line of fire. They keep distance and pick one, coordinated in a double team while the rest threatens us with lethal force. That's why fire fights over here either do not happen or end in IRA like street battles. No Cop Crew comes all at once over one of us natives as they do there.
If there is more to it and ICE pocked some underground shit coming from here, one day someone will fire into a crowed like that and make it look like a victim fighting back. Even the White Educated Crowed should have more weapons understanding, being far of Ghetto Kids off the Army, but still...

From a different perspective it shows that I managed to identify the shooter despite the odds correctly. Sadly, the other position does not show what the shooter was walking away from. It shows how he starts looking at the man, makes the decision to pull, pulls, waits for a split seconds and fires his gun while walking off. The movement indicates, in his case potentially, that he walked out of a line of fire. Based on that lousy training... I can't tell. If that was Faludjah, you'd see a bullet travel into the sky, because they all can still pull the trigger before dying, but that's real war and not thugs going against each other.
The only thing no one sees, is if the tackled man was making any indication of pulling a gun. Overall, there is a clear pattern and that's tow sides never minding escalation no matter the cost.

They do not learn Special Forces reaction capabilities having to make correct decisions in split seconds under extreme stress in combat situations enhancing tactical awareness.
