Instead of a large one master plan Iran needs hundreds of local plans, but possibly one ministry able to deliver what is needed into hundreds of places trusting their ability to fix what is needed first, being able to teach if being asked.
This means, no plan of 100 billion telling each rotten piece of infrastructure what to be, but a system that answers when being asked how to get what is needed based on local expertise.
