High Alert means that everyone can see a difference and change in presence and behavior. That you want to record and pass as structured lists to all entering ground forces or smuggle outside. You get shot dead if caught so.
They will have moved into defense positions from which they can attack and take attack positions against enemy soldiers. Those are different than against civilians and demonstrators.
Barracks will be occupied and busy, others left empty. U.S. Satellite systems know by now which once are illuminated and saw traffic.
They won't know about Safe Houses. They won't know about Secret Service installations now being activated.
