No. Calling off the 2+4 Treaty means that the Federal Republic of Germany is not any longer considered a legitimate Nation by the Russian Federation.
Occupation is something else.
There are three Treaties important to the existence and acceptance of German Nations.
The Capitulation of all parts of the 3rd Reich restraining from all Nazi activity and honouring Human Rights.from there on.
The Treaties leading to the foundation of both German Nations including all restrictions such as no Barracked Police and limited military or GeStaPo like secret policing services and Allied rights to intervene with Law making and juridical decisions based on the past.
That very contract leading to limited sovereignty of the Germans the Russians just called off.
Occupation would not be limited to any region or former sectors, but would have to be negotiated with all Allies.
