There is one little thing that might be not that obvious like aggricoltoural cooperation based fair trade companies and a Cuban Socialism style foundation which is Norway.

Building a Latino Nation from the Acre does work. Cuba stayed independent and resistant to foreign influence by exactly doing that. Argentina suffered only by forigne speculations against its industries, but the farming sector resisted.
Oil is a more important source material than ever by all high tech materials like nylons and plastics that can be produced from it, but this needs strong research centers which need strong Universities.
Venezuela could be by becoming a Latin American Norway a center of education focusing on Latin American development which would create long term new markets, unseen.
