What is missing is small Submarines using optical systems in combination with satellite imagery. Currently AWACS and other surveillance airplanes overwatch a rather large area and are very visible and hearable. Satellites have trouble looking through clouds and no branch of the military has small WW2 size reconnaissance submarines anymore or ever developed that would use a set of retractable optical systems hard to spot from distance to patroule submerged or await activity from a stop and hide position.
The rest is one-to-one WW2 submarine tactics. Located targets are shared and approached or transmitted to backyard waiting Air Carriers or fast coats guard boats.
The Submarines would need to be fast, comparable to coast guard boats, have long range surveillance drones launchable from deck and possibly a battery of small ground to ground missiles adding to standard Guttling guns also used on Humvees.
Against Iran those would be the first response line against Iranian boat drones and coast guard boats attacking a U.S. Fleet.
Against Pirates hiding in long coast stretches under jungle cover, they would be the recon force to pin down the exact strong hold location.
It would be the asymmetric warfare weapon system of the Navy and in peacetime able to protect Water Ways like the Panama Channel or U.S. harbours adding to Coast Guard and ICE.
