Why not move the Reperbahn Brothels to the Elbtower just like Amsterdam considers changing their Red Light District.
It would free plenty of space much needed in the existing party and recreational district making in this crime wave life and living much safer by being more controllable through law enforcement.
..or would that defeat the purpose???
